To allow outside hosts to connect to our MySQL servers do the following:
Log into your Cpanel control panel at https://:2083/ and go to the MySQL section. You are looking for the access hosts section on the main MySQL page. Add either your ip address or % for all ip addresses. This will allow a remote connection to MySQL.
